I discovered this problem during the pandemic when parts were hard to source and did not get around to fixing it. Dealer suggested that it could be motor or switch and to assess. Car had minor collision 9 years ago or so. Was reported at traffic reporting center. Bumper was replaced by person who caused the incident. Bumper put on at Kings Cross in Scarborough.
